Abstract
An Educational Guide to Early Childhood Special Education
Rebecca Morehouse
This website has been developed as an educational resource aimed at providing a comprehensive overview of the special education process for children and youth from birth through age 21. Designed with parents and paraprofessionals in mind, the site seeks to build foundational knowledge of key procedures, legal frameworks, and instructional best practices within the field of special education. Beginning with the critical steps of identification and evaluation, the content progresses through eligibility determination and the subsequent development and implementation of Individualized Education Programs (IEPs) and Individualized Family Service Plans (IFSPs).
The website is organized into clearly defined sections to facilitate ease of navigation and understanding. These include: Evaluation/Qualification, Part B and Part C of IDEA, Eligibility Criteria, Research-Based Best Practices, and IEP and IFSP. Additionally, it offers concise yet informative overviews of several key eligibility categories including Specific Learning Disabilities (SLD), Emotional Behavior Disorders (EBD), Developmental Cognitive Disabilities (DCD), Other Health Disabilities (OHD), Early Childhood Special Education (ECSE), and Developmental Delay (DD).
Beyond procedural content, the site provides access to evidence-based strategies for managing challenging behaviors and fostering appropriate developmental growth in toddlers and young children. Emphasis is placed on making complex information accessible while maintaining alignment with current educational standards and research-based practices. Overall, the website aims to empower families and educational support staff with the knowledge necessary to advocate effectively and participate meaningfully in the special education process.
